I started a small experimental project today that allows you to run cutscenes in various missions and 'come out' of them to freely view the scene as Tommy, mid-way through the frozen sequence.

UPDATE: Needs a little testing, so anybody who feels like it can download the 'proof-of-concept' tester here [6.54MB].
