Early this year I wrote a very basic 3DS Max tool that modifies the skeleton hierarchy of Hidden & Dangerous 2 player models to allow full movement function in Mafia. It's an obvious prototype and certain things (shoulder bone positions, weapon dummies) aren't quite right yet, but on a basic level it works.
Usage: After importing a H&D2 human into 3DS Max using Pudingus' tools, run HD2skelconv to bring up the UI. After conversion, export to Mafia using Pudingus' tools (making sure the 'Version' drop-down menu is set to '29 - Mafia').

Bugs: Aside from the couple of things already mentioned, I'm not yet aware of any bugs, so let me know if you find any and I'll take a look.
Notes: To display the model's texture's in Mafia, extract their textures from H&D2 (using DTA Unpacker or similar tool) and move them from Hidden and Dangerous 2\Unpacked\MAPS (and \MAPS_U) to your extracted Mafia\MAPS directory. Additionally, hats and backpacks are assigned to player models separately in H&D2, and thus require importing to Max separately if you want those on your player in Mafia.
