Finally, we've done mafia rmorf.bin editor. I, Legion, and Firefox3860 were doing it for about 2 months. You can create a new file from scratch, or open original and edit it. You can create groups and insert the objects. Every group has its own frequency and type of anim - you can edit it.

The best way - look at type anim and frequency from original files.
