Optimal Performance

Basically, what setup is required for a stable 62.5FPS everywhere? (with the highest settings)
I've tested the game with 2 setups:
1) Windows 7 64-bit PC, Ati Radeon HD4650, Core 2 Duo E8500 @3.16ghz, 4GB RAM, 1920x1080 resolution
I get around 50-63fps (average: 55), rarely dropping under 50.
2) Windows 10 64-bit Laptop, Nvidia GTX 950m, i5-6300HQ @ 2.3ghz, 8GB RAM, 1920x1080 resolution
I also get around 50-63fps, but slightly lower (I'd say average: 53). Also, fires cause it to lag and drop to just under 50, e.g in You Lucky Bastard - Sergio.

I also tested it once on a PC w/ a Nvidia GTX 285 (or 265, can't remember), and it was a bit worse than with the Radeon. Didn't test exact numbers.

I can't remember performance on Windows XP, but I'm betting it will run best on that.
